Transportation-Related Emergency Proclamations

The harvest proclamation allows vehicles transporting corn, soybeans, hay, straw, silage, stover, fertilizer, and manure to be overweight (not exceeding 90,000 pounds gross weight) without a permit through Oct. 30, 2022.

This proclamation applies to loads transported on all highways within Iowa (excluding the interstate system) and those which do not exceed a maximum of 90,000 pounds gross weight, do not exceed the maximum axle weight limit determined under the non-primary highway maximum gross weight table in Iowa Code § 321.463 (6) (b), by more than 12.5 percent, do not exceed the legal maximum axle weight limit of 20,000 pounds, and comply with posted limits on roads and bridges.


A law passed in the 2022 Legislative Session allows motor carriers who need to haul loads over the legal weight limit to apply for a new annual overweight permit applying to many roads in the state beginning Jan. 1, 2023.

This new permit is different from emergency proclamations related to weight limits in that it is not limited to agricultural commodities and the permit is valid for a year from the time of issuance. To clarify a few common misconceptions:

  • All loads that exceed the current legal weight limit need a permit; currently, overweight permits are issued for specific routes.
  • The new statewide permits will not be available until Jan. 1, 2023.
  • This new law does not impact other existing overweight or oversize permit types.

The permit will be valid on all state and U.S highways. It is not valid on the interstate. Cities and counties have until 2025 to determine what roads in their jurisdiction will allow permitted overweight loads. More details on the specifics of the statewide overweight permit will be coming in the next few months.
